CHURCH-based watchdog Parish Pastoral Council for Responsible Voting (PPCRV) is expecting the first batch of election returns (ER) to be delivered to the UST Quadricentennial Pavilion by 9 p.m tonight.
Arwin Serrano, a PPCRV board member, told the Varsitarian that the fourth copy of the ERs per polling precinct would be gathered by city, municipality or parish.
Volunteers will then audit and validate the returns in three stages: manual encoding and two levels of verification.
“User friendly [ang ating computers],” Serrano said. “Titignan [ng volunteers] ‘yung resibo tapos ieencode niya ‘yung number of votes attributed doon sa candidates.”
The PPCRV will only encode the returns for presidential, vice-presidential and senatorial candidates. The fully audited election returns will then be archived.
Serrano said that transparency would be upheld during the weeks-long manual auditing.
“Lahat ng nangyayari dito, pati na ‘yung pagrereceive ng ERs sa multimedia room ng UST, nirerecord natin. Pwede natin siyang i-announce sa media,” he said.
Volunteers are grouped into three shifts from May 9 to 12 and two from May 13 onward.
Serrano said they were still in search of volunteers. Interested applicants may apply through the PPCRV website.
This year’s polls will close at 7 p.m., unlike in the 2019 midterm elections which closed at 6 p.m.
UST is the PPCRV’s command center for the 2022 local and national elections.
